ROLE

An international Bank is looking for a Head of Financial Markets, for its Cote d'Ivoire Franchise

PURPOSE:

Working closely with the Country Management Committee, develop and execute a country Financial Market's strategic plan in collaboration with Regional Head, FM for optimising revenue and Retum on RWA whilst maintaining robust risk management and govemance processes in line with Bank and regulatory requirements and expectations. Lead the country FM team and associated functions to deliver the FM strategic plan in country.

RESPONSIBILITIES:

Strategy - Alignment of global/geography agendas and plans

  • Develop and execute a Country FM strategic plan that is coherent and designed to `win' at the country level consistent with the Global FM Strategy within approved risk appetite and portfolio standards. The strategy Mil cover all segments, and include a robust risk, governance and control framework, and the people plan required to support sustainable delivery with 12 month specifics and a 1-3 year view.
  • Drive FM initiatives, lead country FMTT forums, manage communication and feedback between FM and country
  • Drive multiple key country-pair corridors, improve our performance in banking the Cross-Border Trade and Investment flows across all our markets.
  • Accountable for bottom-up investment planning to the region.
  • Align strategic plan and the shorter term business objectives with the availability of liquidity, capital and credit in line with the liquidity risk management approach for the country

Business Performance

  • Interpret and implement client strategy (and exceptions) — including appropriateness and suitability - at the country level consistent with the Global FM Strategy.
  • Drive account planning and active management of key clients to develop the FM wallet.
  • Deliver on country budgets including any signed-off Offshore budgets or budgets booked elsewhere.
  • Ensure development of support platforms which includes all functions (people, technology and processes) matches needs of client facing activities.
  • Ensure effective Balance Sheet management, liquidity and RWA.
  • People and Talent
  • Champion and act as a role model of the Group's values and culture in the region.
  • Build a Country FM team capable of ensuring delivery of the business' short and longer¬term objectives through:
  • Coaching, guidance and management of team to ensure they deliver against the ambitious financial, non-financial and risk/control objectives.

Risk Management

  • Provide leadership in ensuring that all support functions have sufficient resources in place to maintain an appropriate control and support environment to meet FM's current and future aspirations. This is critical to effective management of operational risk.
  • Provide leadership in the country ALCO for optimisation and control of the Bank's assets and liabilities, and market risk issues, ensuring that FM operates within the ALCO policies and guidelines to maintain the statutory, operational and stress liquidity targets and ratios at all times.
  • Ensure strategic execution remains within the agreed Risk Appetite and Portfolio Standards through appropriate engagement in the various committees as required.
  • Ensure fast cycle time for upward referrals to achieve speed of execution for in-market decision taking and escalation of issues.
  • Accountable for country risk management and responsible for proposing Country Portfolio Standards.

KNOWLEDGE AND SKILLS :

  • A broad and detailed knowledge of the Financial Markets product range with some trading room experience minimum 10 years
  • Proficiency for evaluating market conditions and responding quickly, proactively and positively
  • Willingness to take measured risks
  • Ability to lead and motivate staff, give feedback and recognise good performance
  • Good analytical and decision making skills
  • Ability to market and establish client relationships
  • Communication and presentation skills in order to influence senior stakeholders outside the incumbents sphere of control
  • Ability to work in a matrix organisation.
